The U.S. and China can work together to address the terrorism threat that is destabilizing key regions and the world. In fact, terror groups want the U.S. and China to compete with each other, not to cooperate. To build upon the “common ground” of counterterrorism/countering violent extremism will require compromise and a truly strategic approach on both sides, but doing so will allow the U.S. and China to apply our national power to reduce the problem significantly much sooner. We must, as our citizens, and especially our children, deserve this.
China and the Global Economic Order: A Discreet yet Undeniable Contestation
In parallel with its economic takeoff, China has progressively shifted from a stance in favour of the global economic order – as defined and imposed following the Second World War – to a simple reformist approach that did not fundamentally challenge the established order, and then more recently to an increasingly overt revisionist approach, accompanied by the establishment of new institutions under Chinese influence. That being said, while China’s strategy is becoming more offensive, it remains fundamentally experimental in nature and the end goal remains unclear. Under the current conditions, it is far from certain that we are heading for a new global economic order where China rules supreme.
Civil-Military Relations in the Middle East and North Africa: Between Fragility and Resilience
The fact is, neither civilian nor military side can achieve effective defence without the other - in truth, they depend on each other in order to do so. The civilian side needs military expertise whereas the military side needs resources and a certain degree of operational freedom. The goal of all actors - whether civilian or military, regional or external - has to be the creation of a constructive and resilient relationship which can not only adapt to changing conditions and overcome crises, but provide security. Without security, no economic prosperity, no political reform and no progress is possible. Resilience is a key term here: ultimately civil-military relations need to be based on a set of exchanges which have to be capable of sustaining disagreement, conflict and power struggles without derailing the system as a whole.
